CINCINNATI — Cincinnati would have some of Ohio's toughest rules on scrap metal dealings under a proposal supported by several City Council members.

It's aimed at reducing thefts of metal sold to make money. The Cincinnati Enquirer (http://cin.ci/y76S9a ) reports people who regularly recycle metal at a city scrap yard would have to undergo a criminal background check and pay $100 or more for an annual license.

A council committee heard Tuesday from more than two dozen commenters, including some who say they sell scrap metal to pay for food and other expenses. A recycling business representative testified that hundreds of area scrappers said in a survey they'd take their business outside Cincinnati if the regulations pass.

The proposal appears to have support from enough members to pass the full council next week.
