Some Carlisle employees get cost of living increase

CARLISLE —

The 2013 budget for the Village of Carlisle includes a cost of living adjustment for approximately 14 full- and part-time, non-union employees — their first since 2011, according to Finance Director Julie Duffy.

Duffy said 10 full-time and four part-time employees will receive a 2 percent cost of living increase next year. There are five union employees who are not involved in the increases because they are covered by their own contract.

Also, Duffy said the increase does not include the village manager, police chief or service director.

“There was no increase last year because of budget containment purposes,” Duffy said.

The budget also includes several capital purchases totaling more than $100,000. One dump truck/snow plow at $65,000, a Steiner tractor at $22,000, a Ferris mower at $6,000 and a police cruiser at $40,000 are approved, but will not be immediate purchases, Duffy said.

There are several municipal grants Carlisle will also use to help fund several projects. Carlisle Town Hall will receive handicap accessible doors and a walkway awning for which Carlisle will match $500 of the $20,150 cost. Carlisle will also spend a $5,000 match of $35,000 for housing rehabilitation and another $5,000 match of $25,000 for toddler play equipment at Roscoe Roof Park. Carlisle will also match $4,000 of the $8,000 total on bulletproof vests.

The overall budget for 2013 is $6,746,190.40, and the total general fund budget is $1,159,502.21, a 3.8 percent increase from 2012.

Duffy said it is a “pretty balanced” budget, but admits there are revenue challenges still ahead.

“It’s been a challenge the last couple years to keep the services our customers expect,” Duffy said. “2014 could still be even more challenging with the potential reduction of our tax base and loss of other state revenues.”
