An Ohio Little League administrator is in Butler County Jail following a felony indictment on child pornography charges.

Roger L. Fox Jr., 49, of the 500 block of Elvin Avenue in Hamilton was arrested at home late Friday by Butler County Sheriff’s deputies.

Fox — who serves as District 9 Administrator for Ohio Little League — was directly indicted on 14 felony charges of pandering sexually oriented matter involving a minor.

The grand jury indictment includes both second- and fourth-degree felony charges, stemming from incidents on March 6, 2010; June 11, 2012; Aug. 1, 2012; Aug. 14, 2012; Aug. 15, 2012; and Aug. 30, 2012.

Fox is scheduled to appear at 8:30 a.m. Jan. 7 before Butler County Common Pleas Judge Patricia Oney.

As District 9 administrator, Fox is responsible for setting up state tournaments and aiding in the administrative duties of 12 area Little League organizations, including Hamilton/Fairfield Little League; West Side (Hamilton) Little League; West Chester Liberty Little League; Warren County Little League; Mason Little League; and Butler County Challenger.

Steve Monnin, president of West Side Little League, said he was shocked to hear the news of Fox’s arrest.

“It’s a sad day for West Side, it’s a sad day in general for Little League,” Monnin said. “This is unacceptable. It’s sickening to me and I hope it’s not true.”

Ohio Little League officials said Fox has been district administrator for at least five years. District administrators are elected for three-year terms by a vote of the league presidents, according to Charles Niles Jr. of West Chester Twp., who served as District 9 Administrator for 20 years.

Niles said Fox was his assistant administrator for about four years.

“I always thought (Fox) was on the up and up in every way, or I wouldn’t have given it to him,” Niles said. “He knows the rules, but evidently there was one rule he didn’t know, if it’s true.”

For about 15 years, Fox has been an umpire and assignor for the Butler County Youth Football League, as well as a referee for high school basketball games, according to league officials.

Ken Coomer, a coach for West Side Little League, said anytime there’s an allegation regarding minors, it’s “pretty big” news for Little League Baseball, a nonprofit organization offering community baseball.

“There’s no way to prepare; we need to be aware and take the proper steps with background checks,” Coomer said. “Roger had no involvement with the kids, he wasn’t hands-on like a coach is.”

All local Little Leagues are required to conduct background checks on managers, coaches, board of directors members and any other persons, volunteers or hired workers, who provide regular service to the league and/or have repetitive access to, or contact with, players or teams, according to the Little League website.

Niles said Little League was one of the first youth organizations to require mandatory background checks each year for umpires, coaches and managers, in order to receive their charter.

“This won’t impact our district because he’s just the district administrator and will be replaced,” Monnin said of Fox. “It’s shocking; the guy’s a district administrator for Little League and referees basketball and baseball.”

Monnin said the Little League presidents within District 9 will soon be holding a board meeting, and will likely receive recommendations from regional and international Little League officials on how to proceed in finding a replacement.
