A Dayton man was charged with assaulting a corrections officer after he allegedly struck an employee in the Middletown City Jail on Wednesday night.

William Blair, 23, of Fairport Road, apparently became combative when he was being changed out of his street clothes to his jail clothes, police said. Three officers escorted Blair to a cell and he continued to throw punches. Danny Gibson, a corrections officer, deployed his Taser to get Blair under control, police said. During the struggle, Gibson was struck in the right eye by Blair’s elbow and Gibson received lacerations on his elbows.

Besides the assault charge, Blair was charged with obstructing official business, inducing panic, resisting arrest, having weapons under disability, aggravated menacing and bench warrant for failure to comply.

He remains in the Middletown City Jail and will have a preliminary hearing at 2:30 p.m. Wednesday in Middletown Municipal Court.

Earlier that night, while doing routine apartment inspections at Trinity Apartments, employees there said Blair refused to open the door to his residence. The employees told him they were there to complete a safety check and to replace a filter and fire alarm batteries.

Police were called and Blair allegedly wouldn’t allow officers in the apartment. He cursed at them and told them to get a search warrant, police said.

Because there was a threat of a firearm, and small children were observed in the apartment, the Special Response Team was notified and responded. At this point, Blair exited the apartment and gave himself up, police said.
