Nine appointed to Carlisle charter review panel

CARLISLE — The village’s council Tuesday night appointed nine citizens to its Charter Review Commission.

Martin Neal, Greg Minge, Danny Carpenter, Lynn Tankersley, Allison Couch, Carry Branson, Betsy Parr, Tabby Keaton and Cheryl Sweezy were selected from a list of 16 and approved by a 6-0 vote of council.

The committee will be charged with reviewing Carlisle’s charter, which is done every five years, and by July 1 making recommendations to change it, according to village manager Sherry Callahan.

“I will set the first meeting and then they will determine when and how often they want to meet,” Callahan said, adding that the group will also appoint a chairperson and deputy chairperson. “If they want to recommend changes, then council will have to vote whether to put those on the ballot.”

Neal, Minge, Carpenter and Tankersley also served on the last charter review commission in 2007. No changes were recommended by that commission.

In other business, council:

• Approved a one-year contract extension with LJB Inc. from March 28, 2012 to March 27, 2013 for the completion of ongoing construction projects on Ohio 123.

• Approved several fund transfers, including $125,500 from the general fund to the Carlisle Business Park Fund; $66,000 from the general fund to the Ohio 123/Phase X fund; $60,000 from the Eagle Ridge TIF fund to the Ohio 123/Phase IV, V, VI and VII funds; and $4,928.32 from the general fund to the Eagle Court Special Assessment Fund.
