Franklin Twp. appoints new fiscal officer

FRANKLIN TWP. — Scot Fromeyer has been appointed the new Franklin Twp. fiscal officer, replacing Richard Tibbs, who announced his retirement shortly after being re-elected to the position in November.

Tibbs, 66, said he retired because of health issues.

“I apologize to the people who supported me in the election,” Tibbs said. “It was just an unforeseen circumstance. I really liked the job and it had nothing to do with my retirement.”

Tibbs had been the township’s fiscal officer for the last nine years.

“It is sad to see him go,” said Township Trustee Beth Callahan. “He really helped out and always had clean audits.”

Fromeyer, who has been the Joint Emergency Medical Services clerk for the last 10 years, was one of two men to run against Tibbs in the election. He received the second-most votes with 2,645, or 38 percent.

Fromeyer, 40, took the oath of office on Jan. 3.

“I’m looking forward to it,” Fromeyer said. “It’s really the same type of job I do for JEMS, but the township has multiple funds to deal with where JEMS only has one.”

Callahan said she questioned whether there would be a conflict of interest with appointing Fromeyer, but was assured by the prosecuting attorney there would no conflict.

Fromeyer added that he checked to make sure there was no conflict before he decided to run for the office.

“I’m not a voting member,” Fromeyer said. “I can’t do anything with money without (the trustees) approval. I just want to keep the trustees and the residents informed.”
