<description>There has been a lot of confusion in and around the state about private clubs in relation to the smoking ban. What most everyone fails to realize is that after Issue 5 passed, private clubs &amp;mdash; fraternal and veterans organizations &amp;mdash; received a smoking exemption. The health department, via Ohio Administrative Code and by the Ohio Legislative Joint Committee on Legislative Rule Review (JCARR), ruled to give private clubs their exemption, just as it appeared on the physical ballot. This was on May 3, 2007 ... It was during a rule-and-review process that all new laws or successful ballot initiatives must go through. </description>
