Two Moraine industrial sites — a former General Motors assembly plant and a former Delphi parts plant — are among more than 90 former GM sites in the country targeted for cleanup and reuse as part of an $836 million plan unveiled by the Obama administration Tuesday, May 18.
A third local site eligible for the funding is known as the Moraine Lagoon, according to Sen. Sherrod Brown’s office.
The plan was unveiled at a Washington, D.C., forum on auto communities hosted by the White House Council on Automotive Communities and Workers, the U.S. Dept. of Labor, the Brookings Institution and the Funder’s Network for Smart Growth and Livable Communities.
The plan calls for a trust to be established that would include $536 million for the clean up of properties and $300 million to help states and communities cover property taxes, demolition costs, plant security and other related expenses, according to a White House news release issued Tuesday, May 18.
The funding comes from $1.2 billion provided by the Treasury Department to wind down the “bad” assets of GM set aside in the company’s bankruptcy last year.
The administration plans to work with states to finalize the plan, and will present it to the U.S. Bankruptcy Court for the Southern District of New York for approval.
Mike Davis, Moraine’s economic development director, said he had not yet received details from federal officials.
“I would imagine it’s going to have some positive impact in respect to timing on redevelopment of the site,” he said. “But, again, I don’t know.”
Brown, D-Ohio, said it is critical for communities to have funds they need to clean up and prepare ex-auto plant sites for development.
“This is the type of response that auto communities deserve from the federal government,” Brown said. GM closed its truck assembly plant in December 2008. A Delphi air compressor plant on Kettering Boulevard closed a year before that.
The Delphi plant since has been razed, but the parcel on which it stood is part of the GM truck plant’s 380-acre site, Davis said.
