Planners to extend new zoning border

A proposed urban core support district will be expanded another 86 feet south to include a funeral home on South Main Street.
The Middletown Planning Commission Wednesday voted 3-0 to approve the revision to the downtown zoning code amendment.

City Council tabled the matter and referred it back to the Planning Commission for re-consideration last week following a request by a representative of the Herr-Riggs Funeral Home to include their property in the new zoning district.
Commission member Perry Thatcher abstained from the vote.
The property, which is in a residential area, is a nonconforming use in the current zone.
In the new urban core support district, funeral homes would be allowed as a conditional use, and would allow the property to have a variety of future uses without needing Planning Commission approval in the future.
Council could consider the Planning Commission's new recommendation as early as its Tuesday meeting.
The Planning Commission also:
• Approved a final development plan for the Otterbein Neighborhood at Middletown. The project will be constructed northeast of the new hospital at the Atrium Medical Center on Union Road.
• Approved a final development plan for McKnight Terrace on the southwest corner of McGee Avenue and Orchard Street. The proposal is to create a separate parcel containing the McKnight Terrace facility and parking areas.
• Approved a request by Altivity Packaging LLC to vacate a portion of Flemming Road between Charles Street on the west and the railroad right of way on the east.
• Approved a use adjustment request to allow a pet care service on property located at 6432 Hendrickson Road.
• Denied a conditional use application for 2001 S. Main St. to permit a self-storage facility on the premises. The request will go to City Council for a public hearing and consideration.
